Job Title: Accounting Technician
Pay Rate: $19.27
Start Date: A.S.A.P.
Assignment Period: 3 month
Schedule:  Monday – Friday 8am to 5pm
Location: El Centro, CA

Primary Function

Under general supervision, performs a combination of general and semi-complex accounting and clerical functions in connection with the compliance of REAP/EEAP/MEEAUP programs and maintenance of billing data, ledgers, journals,statements and financial reports. Performs other duties ass assigned.

Distinguishing Characteristics

The Accounting Technician is distinguished from Accounting Technician, Senior by requiring technical accounting/clerical functions. The incumbent in this classification are involved in a high degree of public contact. Progression to the next level will depend on vacant positions at the higher level and required experience. The incumbent exchanges information with representatives of other utilities, governmental agencies, trade groups, and associated business; participates and represents the energy department at outreach community events. Keyboard requirements will vary from position to position within this classification;however, an approximate standard of 45 wpm will apply on those positions requiring word processing and data entry as a major portion of the job duties.

Essential Duties and Responsibilities

The examples of essential functions listed below are representative but not necessarily exhaustive or descriptive and incumbent may be assigned other related functions not listed herein if such functions are a logical assignment for the position.

  1. Maintains accounting records of public benefit programs and activities; preparescalculations and compiles data for monthly reports related to public benefit programs,accesses on-line system, energy consumption for billing purposes, analyzes trends and identifies problems and causes where patterns are identified.
  2. Tracks and reports reversal of discounts on disqualified customers.
  3. Receives and reviews customer applications submitted by customers; reviews and verifies customer’s household income and other related required documents and determines program eligibility; receives and resolves customer complaints and/or inquiries and refers more complex issues to supervision; and makes corrections, when necessary.
  4. Issues notifications to customers regarding program eligibility and other related matters.
  5. Analyzes and reviews collection write-offin determination of REAP qualification.
  6. Assists customers with completing REAP and MEEAUP applications, review customer’s program eligibility, and applies appropriate discount; processes applications for approval and resolves difficult circumstances; notifies applicants of status; and prepares reports for department.
  7. Assists in preparing calculations and compiling energy utilization data for reports on energy consumption.
  8. Monitors REAP/EEAP/MEEAUP program activity; ensures program expenditures remain within budget; and prepares application.
  9. Assists with the preparation of District marketing goals and programs; interprets District policies and procedures to customers; and participates in community events to advertise the public benefit programs.
  10. Assists with training and supervision of less experienced personnel.

MARGINAL DUTIES AND RESPONSIBILITIES

  1. Performs the duties if a customer accounts and customer service representatives 1 during an absence of a team member.
  2. Performs other related duties and assignments as required.

Qualifications

Education High school equivalency with supplemental college courses in accounting, bookkeeping,computers and; Experience Four years of clerical accounting experience.Licensing A valid driver’s license issued by the State of California Department of Motor Vehicles isrequired.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge Purposes, methods, and practices of financial record keeping; system application process applications and procedures; personal computer and appropriate software applications such as word, excel, access and queries; general accounting and bookkeeping principles and procedures; district rules and regulations governing the sale and use of power; bankruptcy laws; current laws, appropriate governmental codes for the State of California;and modern office equipment operations. Skills/Abilities Locate and provide basic analysis of data; post and balance statements and accounts;prepare periodic and special financial reports; identify and correct errors in a variety of mathematical computations and financial documents; read and interpret documents such as district rules and regulations, legal descriptions, governmental codes, laws and regulations, computer printouts, court documents, and procedure manuals; work without close supervision; operate modern office equipment; personal computer and applicable software; apply rules and regulations to specific cases; establish and maintain cooperative relations to specific cases; calculate figures and amounts such as power rate, interest,percentages, and power usage; establish and maintain effective relations with the general public and private and/or public agencies; understand safety rules and regulations and work safely; be prompt and regular in attendance; and work courteously and cooperatively with customers, collection agency representatives, legal representatives, public and private agency representatives and employees. Tools and Equipment Used General office equipment, computer, calculator, telephone, fax/scanner, copier, straightedge, eraser, sub-ledgers, reference books, shredder, digital projector and vehicle.
