Location: El Centro, CA

Primary Function

Under general supervision, performs technical engineering support functions; prepares, edits and digitizes engineering records, plans drawing layouts, Geographical Information System (GIS) mapping and computer graphics; uses coordinate geometry to convert surveying data to GIS format, network installations and alterations; and reviews GIS data for accuracy by applying established specifications. Performs other duties as assigned.

Distinguishing Characteristics

GIS technician I is the entry-level position in the GIS technician series and performs less complex duties within a full range of duties. Progression to the next level will depend on vacant positions at the higher level.

Essential Duties and Responsibilities

    1. Collects and enters data into GIS and SAP systems utilizing appropriate standards and constraints from a variety of different sources including digital or manual as-built work request designs, construction drawings, digital or hard copy information received or any other digital or manual source as required.
    2. Utilizes GIS data translation and manipulation software, GIS design tools, and related resource tracking tools to maintain data in GIS and SAP systems and tracks work progress.
    3. Performs inspections and collects data of utility assets in the field; performs manual mapping methods or utilizes mobile mapping software includes updates in GIS and SAP systems.
    4. Compiles, prepares and analyzes GIS database information to report data inconsistencies between systems; and performs appropriate quality control routines on data within GIS and SAP to maintain consistency, accuracy, completeness and in compliance with established formats and standards.
    5. Designs standard and custom high quality map products utilizing GIS.
    6. Assists in the testing of software or any system updates; assists with error reporting and tracking.

Education

High school equivalency with supplemental courses in computer science, drafting, computer graphics, geographic information systems or mathematics and;

Experience

Two years of appropriate automated drafting or working geographical information systems experience.

Licensing

A valid driver’s license issued by the State of California Department of Motor Vehicles is required.

Knowledge, Skills and Abilities

Knowledge Principles and practices related to one of the specified areas that include computer science, geographic information science, GIS technology, electrical, civil or mechanical engineering; legal and descriptions; advanced mathematics; andmanual and computer aided drafting techniques and procedures.

Skills/Abilities

Learn GIS procedures; learn electrical network connectivity and construction principles, learn General Orders 95 and 128, applicable governing regulations and codes; read, analyze and interpret semi-complex engineering drawings, legal land descriptions, construction plans, schematic design, technical procedures or governmental regulations, survey notes andtract description; operate computer aided drafting equipment, make complex mathematical computations; civil engineering concepts to practical situations; read and interpret legal land descriptions, engineering drawings, complex engineering designs, survey notes and tract descriptions; present information and respond to questions from groups of employees,consultants, customers and the general public; understand safety rules and regulations and work safely; be prompt andregular in attendance; and work courteously and cooperatively with employees and the public.

Tools and Equipment Used

General office equipment, computer, digitizer, drafting table, drafting instruments, survey instruments, measuring wheel, roll-a-tape, hammer, hatchet, wood stakes, manual, reference books, spray paint, makers, pen unit, GPS equipment and vehicle.
