Location: El Centro, CA

Primary Function

Under general supervision, provides project management and services within an assigned area; plans, manages, coordinates and executes all project activities and assures that project work completion is on schedule and within approved budget leads the development of project, resource and staffing plans, secures required resources, tracks and reports on progress, troubleshoots issues and ensures project results meet requirements regarding technical quality, reliability, including a reliable work plan and schedule, efficient and cost effective systems and resolves resource support issues for assigned project; monitor performance and recommend schedule changes, cost forecast adjustments or resource additions, perform risk management to determine how changes will impact status, budget and timeline; establishes and maintains cooperation between other work groups and the project; oversees one or more projects involving multiple tasks and disciplines, employees and contractors and integrates contract and District work; monitors and reports status on projects that include analysis, permitting, engineering design, construction, testing and implementation of new facilities required to enhance District business processes; improve the success rate of projects by applying project management principals, methods, tools and standards. Performs other duties as assigned.

Distinguishing Characteristics

  1. The Project Manager is distinguished from the Project Coordinator by the level of project management expertise and responsibilities, independently manages the full range of projects assigned, and are expected to perform duties with minimal guidance and direction in multiple business disciplines, leads diverse and specialized work involving accountability, decision-making and fiscal responsibility with assigned projects; resolves resources support issues for assigned projects, integrating contract and District work groups on a project and resolves technical issues; oversees work performed by the Project Coordinator or support staff within the scope of application within assigned department associates with contracts, department operations, civil, electrical, and/or information systems engineering. Project Managers lead a project from start to completion, coordinate activities, resources, equipment, and information necessary for project completion, maintaining project plans, reports, and technical documents, and serving as a point of contact for the project team ensuring effective communication and team coordination. Individuals are typically certified Professional Project Managers and apply their knowledge and experience in a variety of functions and projects.
  2. Progression to the next level is not automatic and will depend on vacant positions at the higher level.
  3. The incumbent must be available after normal work hours to respond to questions regarding project issues impacting the district and/or to perform site visits inspections during construction. The incumbent may be required to work irregular hours, frequently travel and may spend time away from office.
  4. The incumbent may be required to provide information on projects to Board of Directors, Advisory Committees or other related committees by written reports and oral presentations.

Essential Duties and Responsibilities

 The examples of essential functions listed below are representative but not necessarily exhaustive or descriptive and incumbent may be assigned other related functions not listed herein if such functions are a logical assignment for the position.

  1. Manages and completes multiple projects concurrently that vary in size, scope, budget and impact from project initiation through completion; leads, plans, executes, monitors and controls projects through all the knowledge areas of the project including initiation, scope, cost, time, communications, human resources, quality, procurement, risk, and stakeholders. Responsible for results in terms of costs, methods and outcomes.
  2. Develops the project management plan to get project authorization; works with the project team, develops and assembles the requirements for major work authorization approval including scope of work, justification, deliverables, project cost, schedule, permitting, environmental and risk analysis, purchasing requirements, and quality plan; manages all work activities and oversees process for all projects.
  3. Leads the project team in the implementation of the project management plan in the areas of environmental, permitting, estimating, engineering, right of way acquisition, soliciting services and equipment, materials management, constructability reviews, construction, testing, commissioning and closeout. Accomplishes results through matrixed teams consisting primarily of professionals, and/or vendors who exercise latitude and independence in their assignments.
  4. Ensures approved project costs, schedule and scope are in compliance, identifies risks and potential issues; plans and implements risk mitigation; identifies and controls change and develops recovery plans to stay between the project boundaries. Determines methods and procedures on new projects. Exercises considerable latitude and judgement in developing plans, budgets, and resources, directing activities and actions, and determining deliverables.
  5. Works with the project owner and stakeholders in defining the project scope of work; measures performance against scope baseline, identifies variances and evaluate solutions with the team; requests and implements change orders; updates the scope baseline, project management plan or project documents.
  6. Develops the project schedule including critical path analysis; works with the project team in identifying the tasks and activities to plan the necessary work to be done to successfully produce the deliverables; monitor schedule progress, identify variances and use techniques to compress the schedule in order to complete projects in a timely manner.
  7. Resolves issues and ensures task completion by establishing priorities and resolving conflicts with team members and functional managers. Escalates complex issues to management for resolution.
  8. Works closely with the project team, develops project cost estimates and cash flows, and works with the project owner to ensure project budget is approved; monitors and control costs, prepare estimates for completion or forecast future expenses and use the cost performance index to proactively take corrective measures.
  9. Over-sees and coordinates the work of district employees, suppliers, contractors, and consultants working on project tasks associates to analysis, permitting, engineering design, construction, and testing and implementation; acts as a liaison to maintain effective communications between project team members.
  10. Maintains effective communications with stakeholders to discuss project plans, progress, and resolves matters related to work procedures, schedule delays or construction problems; conducts meetings including kick offs, planning, project updates, change management, review with customers, and lessons learned with the project team.
  11. Gathers and maintain project’s physical and digital documentation including project’s authorization documents, contracts, change orders, specifications, drawings, budgets, expenditure records, schedules, correspondence, transmittals, memos, minutes, reports, and other project files; and review all project documentation for accuracy and completeness.
  12. Plans procurement processes in conjunction with purchasing section and stakeholders; prepares solicitations request, develops solicitations to secure services and/or materials and equipment; evaluates proposals; coordinates negotiation of final contract scope of work, and terms and conditions; prepare and present award recommendation documents including presentations to the oversight committee and service agreement requests.
  13. Manages approved contracts to ensure deliverables are met, provides oral and written directions to suppliers, contractors and consultants, monitors their performance and contract’s funds; manages request for information submittals, change orders and corresponding approvals including amendments to the services agreements, reviews and approves, invoices, and works in the contract closeout.
  14. Reports project status, completion notice, final cost reports, variances and issues through standard escalation procedures for resolution in oral and written communications to stakeholders and department manager; presents to management and the board, customers and agency representatives; and supports the reporting of key performance indicators for schedule, budget and other indicators.
  15. Inspect construction sites to ensure that projects are proceeding appropriately and to resolve problems; provides management support during construction of projects; coordinates with engineers and other project team members during construction.

  7. Promotes safety, sets examples for wearing proper PPE, follows district policy, customer’s policy, OSHA and all other applicable regulations.
  8. Consistently produces results that meet the customer’s goals and objectives, maintain high work standards, and understand the business environment and processes.
  9. Performs other duties as assigned.

Education

Bachelor’s degree in engineering, project management, construction management, information systems, business, public administration or related degree.

Experience

Five years progressively responsible work experience in project management within area of assignment, applying critical path analysis, project controls, estimates, prepare cost, and schedules, developing contracts and maintaining documents, reviewing drawings and specifications and applying project management related software system.

Progressively responsible directly related experience may be substituted for the required education at the ratio of two years of experience for one year of education required work experience in project management within area of assignment engineering, construction, IT or within area of assignment, application of critical path analysis, estimating, cost, project controls, scheduling, documenting; developing contracts and documents, reviewing drawings and specifications; and applying project related software system within area of assignment.

Licensing

  • A valid driver license issued by the State of California, Department of Motor Vehicles, is required.
  • Project Management Professional Certification (PMP) from the Project Management Institute or equivalent desired.

Supervisory Responsibilities

 Leads and provides direction to support staff on a project basis. Assigns and reviews work of employees, contractors and consultants engaged in the full range of project planning and implementation activities. Project Managers accomplish work through matrixed employees/teams/vendors who are not direct reports but for whom the incumbent has direct accountability to lead and achieve project objectives.
